Adopted Legislative Policies
October 18, 2005
Support
- In order to instill public trust in the election process and to provide a mechanism for verification of election records, remove any confidential information on domicile and citizenship affidavits so that verification of a voter’s qualifications can be determined by interested parties without any redacting of confidential information.
- In order to provide for the effective management of election records, establish 3-year retention requirements for affidavits and paper generated transfer notices.
Oppose
- In order to retain local control and assure the accuracy of registration data, oppose any measures, which would remove local officials from determining a voter qualifications and/or eliminate same-day registration opportunities in lieu of the National Voter Registration Act.
- In order to prevent one class of voters being potentially disenfranchised, oppose any measures, which would institute differing registration requirements and/or registration forms for different types of voters.
- In order to prevent election fraud and increased local expenditures associated with absentee voting, oppose any measures, which would expand absentee balloting to the point that qualifications were not required and which would lead to “no fault” absentee voting.
- In order to maintain the secrecy of a voter’s choice, oppose any measure, which would have certain ballots “marked” when a domicile affidavit was filed.
- In order to prevent one class of voters being potentially disenfranchised, oppose any measures, which would require photo identification for either the registration process or receipt of a ballot, which did not provide a mechanism for the homeless to participate.
- In order to prevent a violation of Article 28a of the State Constitution, oppose any measures which would mandate and/or assign any new or expanded election responsibilities in such a way as to necessitate additional local expenditures unless such programs or responsibilities are fully funded by the state or unless such programs or responsibilities are approved for funding by a vote of the local legislative body of the political subdivision.
